Our Collection Development Policy guides how librarians select, maintain, and withdraw materials across all formats, from books and periodicals to audiovisual resources and electronic databases. Grounded in the American Library Association's Library Bill of Rights and the California Freedom to Read Act (AB 1825), the policy ensures our collection reflects the broad and diverse interests of the Downey community. It outlines how materials are chosen using professional reviews, bestseller lists, community recommendations, and other criteria, as well as how and when items are removed from the collection over time. The policy also establishes a formal process for community members to request reconsideration of any library material.
