While we are closed for renovation, we will be issuing library cards at all Downey City Library events. You can print and fill out an application in-advance, but we will have applications on-hand for you to complete.
How to obtain a library card
Downey City Library cards are free to all California residents.
Age 18 & Older
In order to register for a library card, you must provide the following:
A completed Application
Valid government issued ID (e.g., California Driver’s license, California ID, Passport, Military ID)
Proof of current mailing address posted within the last 60 days (P.O. Boxes are not acceptable)
Under 18 Years of Age
A parent or guardian with an acceptable form of identification must be present to sign for a child under the age of 18 who is applying for a library card.

Downey City Library cards are free to all California residents. Your library card is your key to an array of library services. During the library’s renovation, all of the Library’s physical materials will not be available for checkout; however, the library currently holds an ever-growing digital library which members of the library will be able to access for free.
How to Obtain a Library Card
Be a California resident
Bring a Photo ID, such as a California Driver’s License, Matricula Consular, Passport, etc.
Bring Proof of your Current Address in California, such as a California Driver’s License, phone or water bill, or piece of postmarked mail. (P.O. Boxes are not acceptable)
If you are under the age of 18, a parent or guardian with an acceptable form of identification and proof of address, must be present to sign for the child.
